Chinese Aid Project China Huanqiu Contracting & Engineering Corporation — a construction subsidiary of China National Petroleum Corporation specializing in the construction of refineries and chemical fertilizer plants connected to refineries

and mining plants — was the EPC contractor responsible for project implementation.

Project implementation began in July 2001 and the Muthurajawela tank farm became operational on May 27 Loan applications and disbursements are still being received and processed as the projects continue to evolve. Ongoing monitoring and evaluation are in place to ensure project continuity.
