Chinese Government and Bolivia sign Economic and Technical Cooperation Agreement December 2009 On December 30, 2009, the Chinese Ambassador to Bolivia and the Bolivian Foreign Minister signed an Economic and Technical Cooperation Agreement (ETCA). The agreement provided a loan to the government of Bolivia worth 30 million RMB (recorded as 4,175,292 USD).
