China loans 1.46 billion CFA interest-free to Cote d'Ivoire through ETCA On 23 June 2011, the Chinese Government's special envoy and Vice Minister of Foreign Affairs, Zhai Jun, signed an Economic and Technical Cooperation Agreement (ETCA) loaning 1.46 billion CFA (20 million RMB) to the Government of Cote d'Ivoire for rebuilding the country after the 2011 post-election crisis.

How exactly this money was spent is unknown. Loan applications and disbursements are still being received and processed as the projects continue to evolve. Ongoing monitoring and evaluation are in place to ensure project continuity.
