Chinese Government provides loan for 20MW Bioelectric Power Plant Project Attached to the Héctor Rodríguez Sugar Mill In 2016, the Chinese Government committed to a loan for the construction of a 20MW bioelectric plant attached to the Héctor Rodríguez sugar mill in Villa Clara to be run by AZCUBA, the umbrella organization leading the Cuban sugar industry.
