Grant Description

Sierra Leone Compact: Power Sector Reform - Capacity Building Activity.The Cross-Cutting Capacity Activity strengthens Sierra Leones power sector by building institutional capacity across utilities, the regulator, and ministries.

It includes two Sub-Activities..The Environmental & Social Sub-Activity focuses on environmental management, climate resilience, and equitable resettlement.

It develops tools, guidelines, and capacity for environmental, climate change, and health and safety management across agencies such as EDSA, EGTC, EPA, and MOE.

It supports policy reform to integrate climate resilience and greenhouse gas mitigation into operations, aligned with national commitments like the Nationally Determined Contribution and Climate Change Policy.

This includes vulnerability assessments, grid improvements, technical training, and a watershed study to manage hydropower risks.

It also supports implementing resettlement policies that meet international standards, providing training for government agencies to ensure consistent and equitable practices..The Women in Energy Sub-Activity advances gender equality in the power sector, aligned with Sierra Leones 2022 Gender Equality Act mandating 30% female representation.

It conducts gender audits, updates inclusion policies, and develops actionable plans with performance indicators.

The Sub-Activity provides training to foster behavioral change, strengthens female employee networks such as EGTCs Pink Helmets, and funds scholarships, internships, and mentoring for women in STEM fields.

It also organizes Women in Energy conferences for advocacy and networking and collaborates with USAIDs Engendering Utilities Program..This initiative promotes environmental sustainability, climate resilience, gender equality, and social inclusion, supporting a stronger and more equitable power sector in Sierra Leone.
