The seminar was organized by the Chinese Ministry for Commerce and undertaken by the State Administration of Press, Publication, Broadcasting and Television Programs in Beijing, China. The course took place over four weeks.

The goal of the seminar was to provide information on technology related to radio and television, as well as information regarding the Chinese development of the Chinese radio and television industry. Loan applications and disbursements are still being received and processed as the projects continue to evolve.
