On June 29, 2011, in Beijing, President Umar al-Bashir and his Chinese counterpart, Hu Jintao witnessed the signing of an Economic and Technical Cooperation Agreement (ETCA) between the Chinese Deputy Minister of Commerce and the Sudanese Minister of Finance and National Economy, Ali Mahmud.
The ETCA provides a grant for the eastern Sudan (Darfur region) development fund and construction of bridges on River Atbara.
The total value of the donation is 154 million RMB, which was provided to Sudan through a combination of interest-free loans and grants. The breakdown of the funding is unknown. Loan applications and disbursements are still being received and processed as the projects continue to evolve. Ongoing monitoring and evaluation are in place to ensure project continuity.
