In July 2005, the President of the Republic of Kazakhstan Nursultan Nazarbayev when meeting with Chairman Hu Jintao proposed intentions to establish Confucius Institute in Kazakhstan.
On December 20, 2006, Hanban and Eurasian national university from Kazakhstan signed a cooperation agreement to establish a Confucius Institute with Xi'an International Studies University become Chinese side’s executive body.
In August 2007, Xi'an International Studies University and Eurasian National University signed "Implementation Agreement" of cooperation in the establishment of Confucius Institute and set up a board of directors of Confucius Institute at Eurasian National University. Loan applications and disbursements are still being received and processed as the projects continue to evolve.
Ongoing monitoring and evaluation are in place to ensure project continuity.
