Conduct a series of engagements with the Iraqi Counter Terrorism Service (ICTS) to introduce comprehensive security concepts and whole-of-government approaches to initiate an effort to develop ministerial capacity to create and implement strategy. Support execution of the NATO Defense Capacity Building Force Structure Working Group.
