Grant Description

ICP delivered the Proliferation Pathway Course to twenty-four participants from Albania, Bosnia, Herzegovina, Croatia, Kosovo, Montenegro, North Macedonia, Moldova, and Romania.

The course taught tactical and operational-level investigators directly associated with the prevention of WMD proliferation or terrorism about proliferation by state and non-state actors, how these networks function and succeed, and the spectrum of these illicit activities.

Participants identified shortfalls in their laws and regulations on prosecution for dual-use materials that will need to be addressed and focus on applicable laws for dual-use prosectuion
