Grant Description

ICP executed the Counterproliferation Seminar (Diagnostic TTX) with senior-level Libyan participants from the Ministry of Defense's Libyan National Army (LNA) and Government of National Unity (GNU), Ministry of Interior, Ministry of Health, Ministry of Agriculture, Ministry of Higher Education , and Ministry of Foreign Affairs.

The objective of this event was to facilitate a gap analysis of functional areas currently being implemented within Libyas security sector, to include land, marine, and aviation. The participants discovered and debated over the extensive overlap in law enforcement activities and authorities. They recognized gaps inherent within their crisis response system and the need for CBRNE training.

Solutions entailed developing a National Response framework, establishing a National Response Command Center, and establishing an east-west Emergency Operations Center.
