Guidance for power-adapted policy instruments

This policy instrument project is based on the power issues and with a system view, the issue is analysed from two perspectives, partly how current policy instruments govern, partly a vision of a more power-adapted system. A delimitation is made of the buildings' need for energy and the possibilities of adding power capacity.

The purpose is to provide a map of current instruments in the energy area and how this affects development, the need for governance that is judged to exist and a compass for the state and other actors to be able to take direction to make desirable changes.
