In 2015, Chinese President Xi Jinping, together with the African participants of the Conference, at the Forum on China-Africa Cooperation at the Johannesburg Summit announced this project, "Access to satellite TV in ten thousand African villages" (Chinese name: “万村通”卫星数字电视项目") (Record ID#57618).
The StarTimes (四达时代) group was charged with implementing the project under the direction of the Chinese and African governments in the countries concerned, including Cameroon.
On November 14, 2019, a handover ceremony was held in the Meifou-Afamba province of Cameroon for the provision of satellite television sets in 6,000 households and 900 public spaces across 300 Cameroonian villages.
Wang Yingwu, Chinese Ambassador to Cameroon, and Zou Ge, Secretary-General of the Ministry of Information of Cameroon represented the two governments.
The donation reportedly included digital television sets, as well as 100-inch projectors, and came with 30 free programs. The television sets and projectors are powered by solar cells so that they remain functional during power outages.
