On April 19, 2022, China International Development Cooperation Agency announced that it would provide RMB 200 million for emergency humanitarian assistance in Sri Lanka in 2022 as the country has encountered a severe economic and social crisis. On May 3, 2022, CIDCA announced that it would provide another RMB 300 million, totaling the amount to 500 million RMB.
The grant is used to procure supplies such as urgently needed medication, food and fuels. The projects under this grant include: 1. First batch of emergency medicine worth RMB 10 million to Sri Lanka in June 2022 Record ID#99009); 2. Second batch of emergency medicine worth approximately RMB 12.5 million in September 2022 (Record ID#99245); 3.
Third batch of emergency medicine worth RMB 35 million to Sri Lanka in October 2022 (Record ID#100331); 4.
Fourth batch of medical supplies worth Rs. 2 billion to Government of Sri Lanka in December 2022 (Record ID#98717); 5. 10,000 MT of rice in 12 batches to Sri Lanka for emergency food relief between June 2022 and December 2022 (Record ID#98712); 6. 10.6 million liters of diesel fuel to Government of Sri Lanka for farmers and fishermen in November 2022 (Record ID#98714); 7.
First batch of cloths worth RMB 90 million for Sri Lankan school uniforms in December 2022 (Record ID#99829); 8. Final batch of emergency medicine donated in January 2023 (Record ID#108044)
1. The RMB 200 million and RMB 300 million commitments are coded as one tranche because Chinese sources frequently refer to them as one 500 million donation. In addition, the purposes for two commitments are for humanitarian response such as rice donation, diesel fuels and medicine. Hence, without concrete documents indicating otherwise, AidData assumes it is one grant package.
