This is particularly the case insofar as it is possible the donations are 'nested' - that is, the 600,000 masks are a subset of the 1 million. This type of collaboration between subnational groups to provide one donation is common among donations of COVID-19 supplies. If this is the case, the two projects should also remain separated to capture the different financing organizations (the Yunnan Province and the Xishuangbanna Dai Autonomous Prefecture).
