In August 2018, the Government of the Dominican Republic (DR) requested assistance from China International Development Cooperation Agency (CIDCA) for the 911 Security Technical Equipment Project.
After CIDCA received the proposal, it selected the Institute of Public Safety Research (IPSR) at Tsinghua University to undertake the feasibility study on September 4, 2018.
Then, on October 25, 2018, CIDCA and the DR Ministry of the Presidency signed an agreement to undertake the project’s feasibility study. The feasibility study was initiated in November 2018 and completed in January 26, 2019.
Then, in February 2019, the Chinese Government and the Government of the Dominican Republic signed a grant agreement for the 911 Security Technical Equipment Project.
The purpose of this project is to install 2000 surveillance cameras to support emergency response efforts of the Government of the Dominican Republic (and its ‘National System of Attention to Emergencies and Security 911’). The estimated monetary value of the grant commitment is RMB 87 million. As of November 2019, only 26 of the surveillance cameras had reportedly arrived in the country.
