Grant Description

In March 2021, the Chinese Government and the Government of Mauritius signed a debt forgiveness agreement (‘partial debt remittance protocol’).

China’s Ministry of Commerce (MOFCOM) agreed to agreed to cancel RMB 32 million of the Government of Mauritius’ outstanding debt obligations.

These obligations resulted from an RMB 40 million interest-free loan that the Government of Mauritius had contracted in late 2008 or early 2009 for the New Operation Theaters and Ward Blocks at Victoria Hospital Project (as captured via Record ID#67620).

As of December 31, 2020, the Government of Mauritius had made an RMB 8 million repayment on the RMB 40 million loan (with a final maturity date of December 31, 2028).

Therefore, MOFCOM waived the Government of Mauritius’ obligation to repay the loan’s outstanding amount (RMB 32 million).

📋 Staff Comments
  1. Government of Mauritius records refer to the loan as ‘Economic & Technical Cooperation - New Wards & OT Victoria Hospital’.
  2. This record is marked as an umbrella record because the interest-free loan was contracted after calendar year 2000, which presents a risk of double-counting.
  3. Some sources refer to a loan commitment date of February 2009 and others refer to a loan commitment date of December 2008. This issue warrants further investigation.
