In September 2021, the Chinese Government agreed to donate $31 million (RMB 200 million) worth of emergency aid — including grains, winter supplies, COVID-19 vaccines, and medicines — to the Government of Afghanistan. Then, on November 21, 2021, a train departed from Wuxi Station in Xinjiang, China to Mazar-i-Sharif, Afghanistan.
The train was loaded with 1,000 tons of supplies to help Afghanistan combat winter. Among the supplies donated were cotton-padded clothes, cotton shoes, blankets, naan, and milk tea powder. The train was expected to arrive in Afghanistan on December 3, 2021.
Then, on December 8, 2021, the Chinese Government delivered 800,000 donated doses of Sinopharm Covid-19 vaccines to the Government of Afghanistan (Record ID# 94565).
One day later, on December 9, 2021, the Chinese Government delivered another 200,000 donated doses of Sinopharm Covid-19 vaccines to the Government of Afghanistan (Record ID# 94619).
Then, on December 13, 2021, the Chinese Government delivered 70,000 blankets and more than 40,000 down coats to the Government of Afghanistan. On December 24, 2021, the Ministry of Refugees and Repatriation began transferring the aid to the provinces. Over 13 trucks with 77,000 blankets and 44,000 jumpers left Kabul.
On January 30, 2022 a train left Xinjiang for Afghanistan with 500 tons of wheat, sugar, cooking oil, and potato processing machines. The Chinese Government delivered 600 tons of donated rice to the Government of Afghanistan on April 7, 2022.
On July 5, 2022, the Chinese Government announced that it had fully implemented its September 2021 commitment and held a ceremony in Kabul with the Afghanistan National Disaster Management Authority. In total, China donated 11,890 tons of food to Afghanistan.
After delivery from China, the aid was distributed at many different locations on different dates by various Afghan government agencies.
In December 2021, 700 families in Kabul received flour, blankets, and oil and 1,000 families in Kabul received food and warm clothes distributed by the Ministry of Refugees and Repatriation.
In January 2022, Chinese aid was distributed in Jawzjan; 200 families in Kunduz received packages with biscuits, powder milk, blankets and clothes; winter relief items were distributed to 350 families; 440 tons of Chinese rice aid was distributed to the northern provinces most affected by heavy snowfall; 1,000 women in Kabul received Chinese aid; 572 tons of donated rice were transferred to the provincial Ministries of Refugees and Repatriation of Ghor, Farah, Helmand, and Kandahar provinces.
In February 2022, the Ministry of Refugees and Returnees Affairs distributed 50kg of rice and a blanket to 880 families in Badghis province; the Faryab Ministry of Culture and Information distributed 50kg of rice to 300 families in Maymana, Faryab; Chinese aid including food, cash, blankets, and cash was distributed to 4,000 families in Lashkargah city and Helmand province.
On March 26, 2022, the Ministry of Refugees and Repatriation distributed Chinese aid to 900 families in Paktia, who each received 50kg of wheat and 50kg of rice.
In April 2022, the Ministry of Refugees and Repatriation distributed Chinese aid to 900 families in Khost, who each received 50kg of rice; tribes in the Urgun district and nearly 1,500 families in Paktika received Chinese aid; the Ministry of Refugees and Repatriation distributed Chinese aid to 1,500 families in Kabul, each family received 50kg of rice, and to 400 families in Khost, each receiving one bag of rice; Ministry of Refugees and Repatriation distributed Chinese aid to 3,000 families in Kabul, each family received 50kg of rice.
In May 2022, the Ministry of Refugees and Repatriation distributed a bushel of Chinese rice aid to 300 families in Faryab.
In June 2022, the Ministry of Refugees and Repatriation began distributing Chinese food aid in Baghlan Province: 34 families were each given a bag of rice; rice aid distributed to 120 families in Kunduz; the Ministry of Refugees and Repatriation worked with the Ministry of Rural Development and Reconstruction to distribute 50kg bags of rice to 400 families in Parwan province; the Department of Refugee Affairs in Nimroz province distributed 50 kilograms of wheat to 150 victims, heirs, and widows of martyrs in Chaghansur district; 210 families received 50 kilograms of wheat in the Musakhel District of Khost province.
On August 17, 2022, the Ministry of Refugees and Repatriation gave 50kg of Chinese wheat aid to 1,200 families in Kabul.
1. It is possible that the August 17 distribution was not part of this project because it took place after all Chinese aid arrived in Afghanistan. An October 5 donation from China to the Ministry of Refugees and Repatriation (see project ID#100441 and 100442) and an October 10 donation (see project ID#100443) may also be part of this project. As those donations took place two months after the Chinese implementation of this project completed they are considered to be separate projects.
