Grant Description
On December 3, 2021, the Chinese Ambassador to Morocco, Li Changlin, attended the launching ceremony of the Chinese-funded Moroccan Luban Workshop in Casablanca.
This is the 12th Luban Workshop in Africa and the 20th Luban Workshop in the world, built in cooperation with Tianjin Vocational College of Commerce and Institut Spécialisé de Technologie Appliquée Hay Hassani 1. The specific monetary contribution from China is unknown.
Chen Dongyun, the Cultural Counselor of the Embassy, Wang Tingkai, the general manager of the Moroccan Vocational Training and Employment Promotion Office (OFPPT), the Director General of the Department of Teaching Coordination and Private Sector of the Moroccan Vocational Training Department, Ban Shuyeke, the Head of Ay Assani District of Casablanca, Liu Xin, the President of Tianjin Business Vocational College, Gong Baoli, the Secretary of the Party Committee, and the President of Ay Assani 1 Applied Technology College attended the ceremony.

1. Luban Workshop (鲁班工坊) is a technical assistance program started by Tianjin's Vocational Institute in BRI countries. While it is an important Chinese foreign policy objective, the workshop is not funded through a specific fund or a government entity. Instead, it is heavily dependent on each project. While the Chinese government may directly fund some projects, Chinese SOEs or the specific vocational schools in Tianjin may fund others. As a result, AidData assumes an unspecified Chinese government agency has funded the project.
