On March 22, 2021, a project implementation agreement was signed. Project implementation has commenced. However, local residents have organized protests against the project, leading to major implementation delays.

The RMB 114.6 grant from the Port Authority of the Government of the Inner Mongolia Autonomous Region is captured via Record ID#91882. The CDB loans worth RMB 418 million are captured via Record ID#91881.
