On March 17, 2020 – at a meeting between the Chinese Ambassador to Argentina, Zou Xiaoli, and the President of Argentina, Alberto Fernández – the Chinese Embassy committed a batch of supplies to the Argentine Government to fight the COVID-19 pandemic.
The supplies were to be granted by a group of organizations consisting primarily of Chinese government institutions and state-owned enterprises.
The entire batch included the following supplies: 5,000 sets of protective clothing, 66,000 N95 masks, 130,000 medical masks, 2,000 goggles, 5,000 isolation suits, 20,000 pairs of gloves, 2,500 reagents (tests), 550 hand-held forehead thermometers, and 3 sets of temperature monitoring equipment.
The group of donors included the following organizations: the Hangzhou Municipal People's Government; the Xiaoshan District People's Government; the People's Government of Louta Town, (in the Xiaoshan District, Hangzhou Municipality); the China Shenzhen Mammoth Foundation; the BGI Group; the Chinese Embassy in Argentina; the Industrial and Commercial Bank of China (ICBC), Argentina Branch; Bank of China, Buenos Aires Branch; COFCO Argentina Branch; China Communications Construction (CCCC), Argentina Branch; National Pharmaceutical Group (Sinopharm); Huawei Argentina; Goldwind Technology, Argentina Branch; and the Argentina-China Trade and Investment Promotion Association.
The materials granted by each donor arrived on different dates.
Huawei very likely provided the three sets of temperature monitoring equipment that were said to be included in this donation.
This equipment was installed in the Ezeiza Airport in Buenos Aires on or about March 12, 2020 (captured via Record ID#93422).
However, some reports indicate the equipment installed in Ezeiza Airport on March 12, 2020 either (1) was loaned rather than granted or (2) only included two sets of infrared imaging equipment instead of three. As such, projects #94438 and/or #94436 may also include capture Huawei's contribution to this first batch of supplies.
Further, the Mammoth Foundation donation arrived on March 20, 2020 and was said to be the first part of the batch handed over.
It included 1500 BGI produced testing reagents, 500 of which were reportedly funded by the Chinese Embassy in Argentina and another 500 of which were funded by the BGI Group itself.
The Hangzhou Municipal Government, the Xiaoshan District Government, and the Louta Town Government provided the majority of the donation, and the materials were handed over on March 27, 2020.
More specifically, the Hangzhou Municipal Government reportedly provided 50,000 N95 masks, 105,000 medical masks, 2000 goggles (Hangzhou Shanyou Medical Equipment Co. brand), and 1000 Shanghai ZJ Bio-Tech Co Ltd. brand testing kits (captured via Record ID#93423).
Xiaoshan District Government reportedly provided 60,000 medical masks, 1754 isolation suits, 100 thermometers, and 1500 gloves (captured via Record ID#93456). The Louta Town Government's contribution is unknown (captured via Record ID#93424).
Bank of China Buenos Aires' contribution included 1500 protective suits and was handed over to the Ministry of Health on March 19, 2020 (captured via Record ID#93427). The ICBC branch in Argentina provided 3,500 Dupont brand protective suits. These were handed over March 26, 2020 (captured via Record ID#93425).
COFCO Argentina provided 1275 Dupont brand disposable medical suits, which were handed over April 3, 2020 (captured via Record ID#93455).
The contributions from CCCC Argentina (captured via Record ID#93457), Sinopharm (captured via Record ID#91463), Goldwind Technology Argentina, and the Argentina-China Trade and Investment Promotion Association are all unknown, and arrived on unknown dates.
