In October 2018, the Chinese Government and the Government of Dominica signed an Economic and Technical Cooperation Agreement (ETCA), under which the Chinese Government agreed to provide RMB 300 million (approximately 120 million ECD) of grant funding to support multiple projects involving Dominica's development and recovery after Hurricane Maria (as captured via Record ID#55922).
One of the projects supported with grant proceeds from the ETCA (worth $13 million) was the Dominica Agricultural Science and Technology Complex Project. The purpose of the project was to construct a new agricultural science and technology complex in Portsmouth, Dominica. The complex would aim to increase agricultural productivity by providing training on new technologies.
On November 12, 2019, the Economic and Commercial Office of the Chinese Embassy in Dominica and the Ministry of Agriculture of Dominica signed a comprehensive building project implementation agreement for the planned agricultural complex.
The agreement was signed on behalf of the Bureau of International Economic Cooperation of China’s Ministry of Commerce (MOFCOM) and the Ministry of Agriculture.
The 1200m² three-story building will include a 379 square meter tissue culture lab, training centre, meeting rooms, and accommodation and offices for the Chinese agricultural experts.
The tissue culture facility will not only enable to propagate more weather and pest/disease-resistant plants, but also will allow for generic testing of plants and the opportunity to introduce new propagation techniques.
East China Architectural Design and Research Institute Co., Ltd. is responsible for the design of the project and Suntime International Techno-Economic Cooperation Group is responsible for the implementation of the project.
Moreover, on March 9, 2022, another implementation agreement was signed by the Ministry of Blue and Green Economy, Agriculture and National Food Security of the Commonwealth of Dominica and the Suntime International Techno-economic Cooperation (Group) Co. Ltd for Phase 8 of the China Aid Dominica Agricultural Technical Cooperation Agreement (captured via Record ID 98408).
Under this agreement, preparation was to be made for equipping the Agriculture Science Complex Building. On June 10, 2022, the project’s groundbreaking ceremony took place.
