On September 3rd, 2018, while attending the Forum on China Africa Cooperation (FOCAC), the governments of Liberia and China signed an Economic and Technical Cooperation Agreement providing a grant worth USD 54 million (RMB 320 million) to the Government of Liberia. According to Dr.
Augustine Konneh, former director of the Foreign Service Institute at the Ministry of Foreign Affairs, the USD 54 million is complementary support to the ministerial complex project which was sealed in 2015.
According to the Fortune TV Liberia report, the ETCA will be used to fund a USD 34 million overpass project in Liberia a USD 20 million emergency food aid project.
Record ID#55642 captures the overpass project, also known as the Two China-Aid Overpass Bridges Project, and Record ID#55468 captures the emergency food aid project. The overpass project is currently under implementation while the status of the food aid project is unknown.
While the agreement is only explicitly mentioned as an ETCA within media articles, AidData has chosen to record this project's existence as an ETCA for a couple of reasons. First, the agreement's corresponding projects saw MOFCOM directly involved in the disbursement of funds and implementation agreement (see: 'Liberia & China Signed Implementation Agreement for Construction of Two Overpass Bridges'). ETCAs are the typical mechanism used by MOFCOM for grants. Additionally, the Liberian Ministry of Foreign Affairs stated that 'the two governments have decided to work together to form cooperation between the two economies [...] Both countries intend to work together to [...] jointly establish an open, inclusive and balanced economic cooperation framework' on a date that matches that of the ETCA's supposed signing.
