During the 2018 Forum on China-Africa Cooperation, held on September 3-4, 2018, Chinese President Xi Jinping reportedly announced a USD $30 million grant to the Zambian government for expanded electrification at the Lusaka East Multi-Facility Economic Zone after the signing of an Economic and Technical Cooperation Agreement (ETCA).
State House Spokesperson Amos Chanda specified that "the entire amount is not for the Multi-Facility Economic Zone [alone], but the grant is available to the Zambian government in any other economic cooperation agreements." It is unclear when this grant may have been disbursed, and if additional electrification ever commenced.
The Lusaka East Multi-Facility Economic Zone is also known as the Lusaka East Park or the Zambia-China Economic and Trade Cooperation Zone (ZCCZ) is run by the special purpose vehicle Zambia China Economic and Trade Cooperation Zone Development Co., Ltd. An additional US$30 million grant for the construction of an International Conference Center was also announced during 2018 FOCAC (captured in Record ID#57297).
