Chinese government grants 20 million RMB through October 2013 ETCA (Linked to Record ID#59325, #59708)

On October 25, 2013, the governments of China and Ecuador signed an Economic and Technical Cooperation Agreement (ETCA) that provided a grant of 20 million RMB to the government of Ecuador. At the time the agreement was signed, the projects to be funded by this grant were unspecified.

Banking procedures were to be handled by the Central Bank of Ecuador (Banco Central del Ecuador) and China Development Bank.

On July 27, 2016, the two governments signed Letters of Exchange committing funds from this ETCA, in addition to several other ETCAs, to be used for the project "Donation of Equipment for the Strengthening of the Integrated Security Service ECU 911 in the Coastal and Rural Areas" ("Dotación de Equipamiento para el Fortalecimiento del Servicio Integrado de Seguridad ECU-911 en el Litoral y Areas Rurales") (see Record ID#59325).

The equipment and related costs were worth 97 million RMB total, though it is unknown what amount of the project cost was covered by this ETCA grant, and how much was covered by the other grants.

On October 11, 2017, Letters of Exchange were signed that granted 10,000 computers for the Incorporation of TICs in Education program ("project Incorporación de TICs en la Educación") (see Record ID#59708).

This project, and related expenses, cost 64.3 million RMB and was funded through this ETCA grant, in addition to two other ETCA grants, as well. The breakdown of funds between the three ETCAs is unknown. It is unknown if additional sub-projects were funded through this agreement.
