Grant Description

On December 21, 2011, the governments of China and Ecuador signed an Economic and Technical Cooperation Agreement (ETCA), which provided a 30 million RMB grant to the government of Ecuador. At the time of signing, the projects to be funded through the agreement were unspecified. Banking procedures were to be handled by the Central Bank of Ecuador and China Development Bank.

On November 30 and December 16, 2015, the two governments signed and countersigned Letters of Exchange that committed funds from this ETCA, in addition to three others, to be used for the acquisition of a batch of mobile container scanners (see Record ID#69468). The equipment and related costs were worth 52.2 million RMB total.

Although the exact breakdown of funds was between this ETCA and the others that funded it are unknown, of the 30 million RMB granted on December 21, 2011, the amount utilized was somewhere between just-over-6.35 million RMB and the full 30 million RMB. It is unknown if additional subproject(s) were funded through this ETCA.

Although there is a decent chance the full transaction amount from this ETCA was used for one sub-project, #69468, this has been coded as a separate umbrella project due to the potential for the funding of additional sub-projects. Due to funding additional projects to the scanning equipment captured in #69468, the maximum amounts the ETCA signed June 2006 could contribute to this project is 9.3 million RMB, and the maximum amount from the November 2007 ETCA 6.55 million RMB (see projects #35814 and #88148). The third ETCA that funded the scanning equipment project, signed September 2012 (see #64954), granted 30 million RMB and was split in an unknown way between funding #69468 and another project. 9.3 million + 6.55 million + 30 million = 45.85 million RMB. 52.2 million - 45.85 million = 6.35 million RMB. This indicates more than 6.35 million, and up to the full 30 million RMB provided in the ETCA captured in this project, went towards the equipment scanning project captured in #69468 and leaves some potential, if somewhat unlikely, for the funding of additional sub-projects through this grant.
