On November 20, 2007, representatives of the governments of China and Ecuador signed an Economic and Technical Cooperation Agreement (ETCA) in Beijing that provided a 20 million RMB grant to the Government of Ecuador. At the time the agreement was signed, the particular projects to be funded through the agreement were not specified.
Banking procedures between Banco Central del Ecuador and China Development Bank created in order to facilitate the implementation of the ETCA, were agreed to on September 18, 2009, with the account pertaining to this grant specified to be Cuenta de Donación N° 2007/1A.
Some portion of the grant was originally committed to be used for the Puyo Hospital construction project in Letters of Exchange signed on September 9, 2009.
Although the overall project was ultimately cancelled on August 3, 2011 (see Record ID#88174), 1.45 million RMB from this ETCA was used to cover the costs of the creation of a preliminary design for the hospital, which the Chinese government had finished the majority of at the time the project was cancelled (see Record ID#69459).
On September 28, 2012, the two governments signed and countersigned Letters of Exchange that committed funds from this ETCA, in addition to several other ETCAs, to be used for the acquisition of two MT1213LT mobile container scanners (see Record ID#59286).
The equipment and related costs were worth 42 million RMB total, though it is unknown what amount of the project cost was covered by this ETCA.
Lastly, on November 30 and December 16, 2015, the two governments signed and countersigned Letters of Exchange that committed funds from this ETCA and several others, to be used for the acquisition of a batch of mobile container scanners (see Record ID#69468).
The equipment and related costs were worth 52.2 million RMB total, though it is unknown what the breakdown of funds was between this ETCA and the others as well.
This project should not be confused with #88149, which was a separate ETCA signed on the same day and provided an interest-free credit line of 20 million RMB.
