On November 28, 2002, Heinz Moeller Freile, from Ecuador's Ministry of Foreign Relations, countersigned Letters of Exchange from Chen Jian, China's Deputy Minister of Foreign Trade and Economic Cooperation, in which the Chinese government agreed to grant the government of Ecuador 5 million RMB.
In these same letters, 50,000 USD (or 420,000 RMB), in cash, of the 5 million RMB was committed to help with emergency relief efforts related to the November 2002 eruption of the Reventador volcano. This project is captured in #87914.
Some amount of the remaining 4.58 million RMB was used to partially fund a grant of sports equipment to primary and secondary schools, captured in Record ID#37812. This was committed in Letters of Exchange signed August 16, 2004.
In total, Record ID#37812 was worth 39.23 million RMB, and was additionally funded by Economic and Technical Cooperation Agreements (ETCA) signed March 20, 2002 (see Record ID#39424) and August 26, 2003 (see Record ID#35773).
Adding the amounts provided in these agreements (25 million and 10 million RMB respectively) to the remaining 4.58 million RMB in this grant results in a total of 39.58 million RMB.
This is 350,000 RMB above the amount that went to the sports equipment project (39.58 million - 39.23 million = 350,000).
This indicates 350,000 RMB of either this grant, or one of the other two grants that funded this 39.23 million, was used for (an) additional subproject(s). However, it is unknown which of the three grants was not fully used for the sports equipment project.
Between 4.58 million RMB and 4.23 million RMB, then, was used for the sports equipment project, of the 5 million RMB granted in the November 28, 2002 Letters of Exchange captured in this project.
A separate umbrella project for this grant has been created because (1) it is possible that part of it is used for an unaccounted for sub-project (up to 350,000 RMB) and (2) it was used for multiple sub-projects.
