On June 17, 2009, the Chinese Government and the Government of Grenada signed an Economic and Technical Cooperation Agreement (ETCAs) in which the Chinese Government committed grant funding to Grenada for projects, such as affordable housing, to be mutually agreed upon by the two governments. The value of the grant was $6 million USD.
The agreement was signed by Chinese Premier Wen Jiabao and Prime Minister of Grenada Tillman Thomas. The ETCA was intended for projects mutually agreed upon by the two governments.
China Development Bank (CDB) and the Ministry of Finance of Grenada signed a banking agreements on the accounting procedures for the disbursement of the grant aid allocated in this ETCA on December 3, 2009.
This ETCA came in continuation with the Memorandum of Understanding (MoU) signed between Grenada and China on January 20, 2005 upon the establishment of diplomatic relations between the two countries, as captured by linked Record ID#69383.
Some sources ('Grenada to get Chinese grant'; 'China grants US$6 million'; 'Grenada to receive 6m dollars from China') describe this agreement as a memorandum of understanding (MoU). However, 'Grenada: Inside Finance Volume 5, Issue 6, November - December 2009', an official source from the Grenadian Government, explicitly describes it as an ETCA.As this is an ETCA, which is a financing mechanism specific to China's Ministry of Commerce (MOFCOM), AidData has coded MOFCOM as the specific Chinese Government institution responsible for providing this grant.
