Grant Description

On November 23, 2017 during the Djibouti President's official visit to Beijing, the Government of Djibouti and the Chinese Government signed an Economic and Technical Cooperation Agreement (ECTA).

Under the terms of the ECTA (captured via Record ID#85711), China's Ministry of Commerce (MOFCOM) agreed to provide grant funding for (1) creating a vocational training center in the Djibouti International Free Trade Zone (DIFTZ) and (2) the construction of 500 housing units. The total monetary value of grant commitments under the ETCA is unknown.

However, it is known that t least RMB 255 million was allocated towards the 500 Social Housing Units Construction Project in order to cover 100% of the commercial contract signed in June 2019 with Nantong No. 4 Construction Co., Ltd. The purpose of this project is to build 500 affordable housing units as well as related facilities in Djibouti City.

The construction site covers about 34,500 square kilometers and work was scheduled to last 30 months. Project implementation has commenced, but the precise commencement date is unknown.

No sources explicitly state that RMB 255 million from the ETCA was allocated for this project. However, foreign aid projects financed by MOFCOM use to cover 100% of the total cost of the EPC contract. Therefore, AidData codes the EPC contract as the transaction (financial commitment) amount.
