Governments of China and Colombia sign Economic and Technical Cooperation Agreement for 30 million RMB grant (April 2005, linked to 39426)

On April 6, 2005, the Viceminister of Commerce, on behalf of the Chinese Government, and the Minister of Foreign Relations, on behalf of the Colombian Government, signed an Economic and Technical Cooperation Agreement (ETCA), which granted the latter government 30 million RMB to be used for undefined projects at the time of signing.

The Colombian International Cooperation Agency (Agencia Colombiana de Cooperación Internacional, ACCI) and the Bank of China would be responsible for banking procedures related to the agreement.

Part of the funding was ultimately used to provide agricultural machinery and medical equipment to the Colombian Ministry of Health and Ministry of Agriculture from China Electronics Technology Group (CETC) following Letters of Exchange signed May 8 and 20, 2013 and a donation contract signed September 24, 2014 (see project 39426).

However, it is unknown how much of the funding was pulled from this ETCA and how much was pulled from another ETCA from February 2009 (see project 85627), nor is it known if the full amount provided in this agreement was drawn down to fund the medical and agricultural equipment.
