Governments of China and Colombia sign Economic and Technical Cooperation Agreement for 40 million RMB grant (February 2009, linked to 39426)

On February 16, 2009, the Viceminister of Commerce, on behalf of the Chinese Government, and the Viceminister of Bilateral Matters, on behalf of the Colombian Government, signed and Economic and Technical Cooperation Agreement (ETCA), which granted the latter government 40 million RMB to be used for undefined projects at the time of signing.

The Presidential Agency for International Cooperation of Colombia (APC-Colombia) and the China Development Bank would be responsible for banking procedures related to the agreement.

Part of the funding was ultimately used to provide agricultural machinery and medical equipment from China Electronics Technology Group (CETC) to the Colombian Ministry of Health and Ministry of Agriculture, following Letters of Exchange signed May 8 and 20, 2013 and a donation contract signed September 24, 2014 (see project 39426).

However, it is unknown how much of the funding was pulled from this ETCA and how much was pulled from another ETCA from 2005 (see Record ID#85637), nor if the full amount provided in this agreement was drawn down to fund the medical and agricultural equipment project.
