China provides first of two interest free loans to Sudan for unspecified purposes in September 2013 On September 15, 2013 during an official visit to Sudan, the Chinese International Trade Negotiation Representative and Vice Minister of Commerce signed three different financing agreements with the Sudan Minister of Finance: (1) an interest-free loan of an unknown value (this project), (2) a second interest-free loan of an unknown value (see Record ID#85266), and (3) a 50 million USD grant (see Record ID#30794).
How this money was spent is unknown.
Representatives of the Ministry of Mining Industry, Ministry of Agriculture, and the Ministry of Irrigation, Electricity, and Water Resources were in attendence as well.
Since loan terms for the interest-free loan are unavailable, AidData has set maturity period to 20-years by default and grace period to 10-years by default per China's Foreign Assistance White Paper (http://www.cidca.gov.cn/2018-08/06/c_129925064_3.htm) which states that the maturity period of interest-free loans is 20-years, with a drawdown period of 5-years, grace period of 5-years, and repayment over 10-years. AidData treats the drawdown period as providing 5-years of additional grace.
