On January 6, 2010, a Chinese government official signed an economic and technical cooperation agreement (ETCA) granting $7.3 million USD (551 million Ksh) to the Government of Kenya.
According to a US Embassy cable published by the Guardian, the known sub-projects are as follows: (1) $150,000 USD (11 million Ksh) for a computer program for the Kenya Ministry of Finance (Record ID#1275), (2) an unspecified amount to finance feasibility studies for the potential development of Lamu Port.
The remainder of the ETCA equal to $7.15 million USD (540 million Ksh) financed unspecified development projects.
This ETCA was most likely originally denominated in RMB but USD was the next best option.
