Human Rights and Democracy Fund - Civic Participation [through NGO - United States Other]. Enhance the skills of newly elected officials in Turkey and encourage citizen participation in local government.

The program will focus on a few select municipalities in Turkey, chosen based upon the results of the March 2004 general elections
