Grant Description

On June 30, 2004, the Chinese Government and the North Korean Government signed an exchange of letters, which committed a RMB 40 million for the provision of spare parts to support the operations and maintenance (O&M) of an unspecified set of facilities in 2005. China National Complete Plant Import & Export Corp.

Ltd. (COMPLANT or 中成进出口股份有限公司) was the contractor responsible for implementation.

China’s Ministry of Commerce (MOFCOM) issued an RMB 40 million contract to COMPLANT and the borrower was expected to use the proceeds to finance this contract.

AidData assumes that this project was completed in 2005 since a follow-on project was approved in 2006 (as captured via Record ID#73833). However, precise project implementation start and end dates are unknown.

1.The Chinese project title is 年度向朝鲜提供零配件项目. 2.This is an O&M project supported via recurring grants from MOFCOM between 2001 and 2008. However, AidData was not able to identify any further evidence of financial support from MOFCOM after 2008. As such, no additional MOFCOM grants are recorded after 2008.3.The spare parts that were purchased likely supported one or more of the following facilities: Pyongyang Metro, 1600MW Pukchang Coal-Fired Power Plant, Xingnan Fertilizer Plant, and the Ponghwa Chemical Factory (since the other O&M grants issued by MOFCOM between 2001 and 2008 supported these facilities). This issue requires further investigation.
