Chinese government grants Peru 150 million RMB through November 2016 ETCA (Linked to Record ID#72898)

On November 21, 2016, the Chinese Minister of Commerce and the Peruvian Minister of Foreign Affairs signed an Economic and Technical Cooperation Agreement (ETCA) granting 150 million RMB to the Government of Peru.

The agreement stipulated that the grant would be used to finance multiple projects, such as the National Museum of Archeology, Anthropology, and History of Peru Cultural Services Improvement Project and a grant of computers to the Peruvian Judiciary (see #72898).

Both the financing details for the projects specified in the agreement and the additional projects to be financed through the grant were to be determined at a later date.

Banking procedures were handled by the Bank of the Nation of Peru (Banco de la Nación del Perú) and the China Development Bank.

The ETCA was ratified through Decreto Supremo No. 004-2017 on February 16, 2017, and entered into force on April 5, 2017.

In addition to the ETCA, on November 21, 2016, Letters of Exchange were signed pledging 28 million RMB of this grant would be used to finance the grant of computers to the Peruvian Judiciary (see Record ID#72898).

However, the National Museum of Archeology, Anthropology, and History of Peru Cultural Services Improvement Project was funded by a separate ETCA signed in 2017 (Record ID#56273), and there is no confirmation that any of the funds granted through the ETCA captured in this project were put towards it.
