On August 30, 2009, China’s State Council ratified a ‘Plan for codeveloping Tumen River area – designating Changji-tu as pilot area of development and opening-up’.
Then, on April 13, 2012, provisional statements regarding the construction of pilot area for international cooperation in Tumen River area in China (Hunchun) were announced.
The Chang-Ji-Tu Pilot Area Development Project reportedly consists of 5 sub-projects, including the refurbishment of a road connecting Wonjeong-ri-Rajin Port (as captured via Record ID#63951), an agricultural science technology pilot district (as captured via Record ID#63575), a ‘car tour’ project, an ‘inland commerce’ project, and an ‘Asia-Pacific Region’s collective’ project.
This project is also known as the Changjitu Pilot Zone Project and the North Korea – China Cooperation in Chang-Ji-Tu Pilot Area Development Project. The Chinese project title 长吉图试点区域发展项目. It is unclear whether the Chinese Government is supporting this project with a loan, a grant, direct investment, or some combination thereof. This issue requires further investigation.
