On November 23, 2009, the Government of China signed an Economic and Technical Cooperation Agreement (ETCA) with the Government of Peru, granting the government of Peru 20 million RMB. Particular projects to be funded were not specified at the time of signing.
Banking procedures were implemented by the Bank of the Nation of Peru (Banco de la Nación del Perú) and the China Development Bank.
In 2012, 3 million RMB of the grant was used to pay a team of Chinese technical experts to help work on the Archbishop Loayza National Hospital Amplification Project (see Record ID#56428).
On November 12, 2014, Letters of Exchange were signed pledging 12.5 million RMB to the construction of COEN - the National Emergency Operations Center (Record ID#71714). However, while other ETCAs that funded COEN were later confirmed as funding mechanisms, this ETCA was not/
1; 'Director Ejecutivo de APCI participa en inauguración de nueva sede del COEN'). It is unclear, then, if these funds or this specific amount was actually used for the project. The remaining 4.5 million RMB was split between an unknown project at the Centro de Amistad and the provision of mobile container-scanning equipment (see project #73528, though the breakdown of funds between these two projects is unknown (see “[Decreto Supremo No. 009-2015-RE and other documents],” pg. 40).
