Grant Description

China Eximbank pledges RMB 110 million loan for Phase 1 of Plaines Wilhems Sewage Project On November 30, 2000, China Eximbank and the Government of Mauritius signed an RMB 150 million loan framework agreement for Phase 1 of Plaines Wilhems Sewage Project. This flow is captured in #1099.

Then, on June 10, 2003, and the Government of Mauritius signed an RMB 110 million loan framework agreement for Phase 1 of Plaines Wilhems Sewage Project. These framework agreements were later extended until December 2007.

However, it was not until February 25, 2009 that China Eximbank and the Government of Mauritius finalized an RMB 480 million loan agreement for Phase 1 of Plaines Wilhems Sewage Project.

This project is also known as Phase 1 of the Plaines Willhemes Trunk Sewer Project. The Chinese project title is 我援建的毛里求斯污水管网工程 or 冰威廉地区城市污水管道项目 or 建的我援毛污水管道项目. In the database of Chinese loan commitments released in July 2020, SAIS-CARI treats the RMB 150 million agreement from 2000 as a loan commitment rather than a loan pledge. AidData treats it as a loan pledge because it was a loan framework agreement and not an actual loan agreement. Also, the Government of Mauritius only records a single Chinese debt obligation for the Plaines Wilhems Sewage Project: the RMB 480 million China Eximbank loan that it contracted in 2007 (which AidData captures in #21137).
