Grant Description
According to Egyptian Presidential Decision No. 400 (2009), on November 7th, 2009, China's Minister of Commerce, Chen Deming, and Egypt's Minister of Investment and International Cooperation, Faya Abul Naga, signed an Economic and Technical Cooperation Agreement (ETCA), which provided an RMB 80,000,000 grant to the Government of Egypt for an unspecified set of development projects.
The ETCA stipulated that the grant would be allocated at a later date following a formal exchange of letters between the two signatories and that the grant would be disbursed through a bank account established between China Development Bank and the Central Bank of Egypt. The agreement was signed in Cairo in Arabic, Chinese, and English.
Then, on December 23, 2009, Egyptian Presidential Decision No. 400 (2009) ratified the ETCA into Egyptian law.
