On July 12, 2013, the Chinese Government and the Government of Dominica signed an Economic and Technical Cooperation Agreement (ETCA) in which the Chinese Government committed RMB 50 million ($18 million XCD) in grant funding to Dominica for various projects (see linked Record ID#72249).
Some of the projects financed by this grant included included the rehabilitation of Lalay Road in Grand Bay for $1.5 million XCD (as captured by linked Record ID#72250) and a new playing field in Roseau Central (as captured by linked Record ID#72251). Construction on the LaLay Road Project began in December 2013.
As this is an ETCA< which is a financing mechanism specific to China's Ministry of Commerce (MOFCOM), AidData has coded MOFCOM as the specific Chinese Government institution responsible for providing this grant.On the same day as this ETCA was signed, letters of exchange pertaining to the third phase of 'medical technical cooperation,' related to the Princess Margaret Hospital according to the Jamaica Observer, were also signed (see 'Agreement Signed on Economic and Technical Cooperation between China and Dominica'). This is the second agreement referred to in 'China provides EC$18 m for projects in Dominica' and other articles, not an agreement that provided additional funding.
