On November 25, 2006,, the Chinese Government and the Government of Bolivia signed an Economic and Technical Cooperation Agreement (ETCA), in which the Chinese Government committed grant funding to Bolivia (as captured by this project).
Previously, on April 27, 2006, the Chinese Government and the Government of Bolivia signed another ETCA, in which the Chinese Government committed grant funding to Bolivia (as captured by linked Record ID#69367).
Then, on or before October 16, 2008, the Chinese Government and the Government of Bolivia signed letters of exchange in which the Chinese Government agreed to donate the computer equipment to boost the technological capacity of Bolivia's Foreign Ministry. The funds for this project were drawn from the two ETCAs signed on April 27, 2006 and November 25, 2006.
The Government of Bolivia exempted the equipment from taxes on July 29, 2009.
The combined value of the grant funding from the ETCAs was RMB 3.6 million ($530,000 USD) (see the funding captured by linked Record ID#37417).
China Radio & TV Co. provided the computer equipment, a server, computers, sound equipment, projectors and a phone system. The equipment was handed over on December 23, 2009.
The Spanish project title is Oferta Exterior Sino-Boliviana: Equipamiento informático de la Cancillería de Bolivia.As this is an ETCA, which is a financing mechanism specific to China's Ministry of Commerce (MOFCOM), AidData has coded MOFCOM as the specific Chinese Government institution responsible for providing this grant.Because two ETCAs funded the same project, and only the total value of the equipment is known, it is not known how much was granted through each individual ETCA, and if there were any funds left in either of the ETCAs.
