In 2009, the Government of China committed to granting about $3.5 million USD for the Gray’s Hill Reservoir renovation.
The Beijing Construction Engineering Group Co Ltd (BCEG) constructed the renovation with technical support from Antigua Public Utilities Authority (APUA). The signing ceremony for the technical inspection memorandum occurred on January 22, 2008.
The project broke ground on October 8, 2009, and the handover ceremony occurred on March 23, 2011 when the plant went online. The plant had been damaged by Hurricane Luis in 1995 and became inoperable. The plant can produce 100,000 gallons of potable water per day and has a capacity of 1.25 million gallons.
The project received funding from project ID #64582 as detailed in 64582's description. The amount is unknown. Various sources conflicted about the capacity of the reservoir.
