Grant Description

On 12 July, 2012 and 16 July, 2012, the Chinese Government and the Government of Angola signed letters of exchange for the Angola Institute for International Relations Construction Project. Institute of International Relations gains new facilities).

China Eximbank claims to have supported this project but Angola's official press agency say it was financed by a Chinese Government grant.

Supplementary letters of exchange were signed on 28 March, 2014 and 9 June, 2014, increasing the total construction area to 13,883 square meters.

This project involved the construction of administrative buildings, 28 classrooms, auditorium, dormitories for teachers and students, cafeteria and related structures. Each classroom can accommodate 30 students each. The construction of the Institute reportedly created more than 200 local jobs.

Jiangsu Construction Engineering Group Co., Ltd. was the project implementer and China Construction Technology Group Co., Ltd. was the project manager. Construction began in December 2016. The project was officially completed and handed over to the Angolan authorities on 31 January 2019.

The Portuguese project title is Instituto Superior de Relações Internacionais (ISRI) Venâncio de Moura. The Chinese project title is 署援安哥拉国际关系学院项目.
This project is also referred to as the Venâncio de Moura Diplomatic Academy.
It is not clear if and when China Eximbank actually committed funds and whether it was in the form of a grant or loan.
