Grant Description

On March 11, 2013, the Chinese Government and the Government of Montenegro signed an exchange of letters for the donation of 12 ambulances and accompanying medical equipment.

Then, on January 23, 2015, the Chinese Government and the Montenegrin Government signed an Economic and Technical Agreement (ETCA), which committed RMB 10 million of grant funding.

Of this amount, RMB 5.5 million was earmarked for the provision of customs scanners and luggage control equipment (captured in Record ID#67197) and RMB 4.5 million was set aside for future projects to be agreed upon by the parties.

Then, on April 12, 2016, the Chinese Government and the Government of Montenegro exchanged letters about the donation of the ambulances.

The ambulances and accompanying equipment, worth RMB 4.5 million, were presented to health institutions at the handover ceremony on January 20, 2017. The Health Insurance Fund of Montenegro was responsible for the handling of the donation.

The ambulances, or ""12 outpatient clinics"" were Foton brand vehicles, with adequate certificates for medical equipment ISO9001 and ISO13485.

The Institute for Emergency Medical Aid received 4 vehicles to fulfill its needs in Žabljak, Andrijevica, Mojkovac and Plav.

Health Center Berane, Health Center Nikšić (for Plužine), the Home Kolašin Health Center, Mojkovac Health Center, Cetinje General Hospital, Bijelo Polje General Hospital, General Hospital Pljevlja, and General Hospital Niksic all received one vehicle.

The ambulances were expected to improve the Montenegrin health system's efficiency and improve the quality of patient care.

The Montenegrin project title is 12 амбулантних возила са пратећом медицинском опремом.AidData has inferred that the donation of ambulances, despite being agreed to in 2013, was funded with the residual proceeds (RMB 5.5 million of grant funding) from the January 2015 ETCA. As such, AidData has set the commitment year to 2015.
