Grant Description

CDB pledges EUR 139.9 million loan for Belgrade Industrial Park Construction Project On April 21, 2019, the Government of Serbia and China Road and Bridge Corporation (CRBC) reached commercial close on the Belgrade Industrial Park Construction Project.

The parties also agreed to establish a joint venture that would be responsible for the financing and implementation of the EUR 300 million ($332 million) public-private partnership (PPP) project.

Then, in late 2019 or early 2020, the parties established a special purpose vehicle (SPV) known as Serbia China Industrial Park Mihajlo Pupin d.o.o. (Српско-кинески индустријски парк Михајло Пупин д.о.о.). It is a joint venture of Guangzhou CRBC Industrial Investment Co.

Ltd (65% ownership stake) and the Government of the Republic of Serbia (35% ownership stake).

China Development Bank (CDB) has signaled its willingness in principle to issue an EUR 139.9 million loan to Serbia China Industrial Park Mihajlo Pupin d.o.o. for the Belgrade Industrial Park Construction Project.

The purpose of the project is to construct an industrial park, an international commercial center, and a high-tech facility in a suburb of Belgrade known as Borca.

Upon completion, the park is expected to host around 1,800 enterprises, create 7,500 direct jobs and 15,000 indirect jobs, and account for 5% of the country's GDP (about EUR 2 billion every year. The park will be designed by Chinese company ARTS Group in collaboration with CRBC. Construction was originally expected to begin in 2020.

However, the project encountered various delays and obstacles. On October 3, 2023, a signing ceremony took place in Serbia for the park’s updated business plan.

  1. The Serbian project title is пројекта „Српско-кинески индустријски парк Михајло Пупинˮ. The Chinese project title is 塞尔维亚中国工业园项目 or 塞尔维亚中国工业园.
  2. According to a September 2023 interview conducted by AidData with a confidential source who has direct knowledge of the transaction, CDB is the lender and Serbian-Chinese Industrial Park Mihajlo Pupin d.o.o. is the borrower. During the same interview, AidData was informed that Serbia China Industrial Park Mihajlo Pupin d.o.o. (Српско-кинески индустријски парк Михајло Пупин д.о.о.) is a joint venture of Guangzhou CRBC Industrial Investment Co. Ltd (65% ownership stake) and the Government of the Republic of Serbia (35% ownership stake).
  3. Some sources indicate that Serbian-Chinese Industrial Park Mihajlo Pupin d.o.o. was created (legally incorporated) on April 21, 2019, while others indicate that it was created in November 2019 or January 2020. This issue warrants further investigation.
  4. Hunton Andrews Kurth LLP served as lead transaction counsel to China Road and Bridge Corporation.
  5. The industrial park was developed in three phases. The first phase of the project is expected cover an area of around 60 hectares and include an international trade centre and an administration building as well as a one-stop service centre.
