Grant Description

On March 11, 2013, the Chinese Government and the Montenegrin Government signed an Economic and Technical Agreement (ETCA), which committed (at least) RMB 9.5 million grant of grant funding for one or more projects to be agreed upon by the parties.

Then, on December 18, 2013, the Chinese Government and the Montenegrin Government signed an Economic and Technical Agreement (ETCA), which committed RMB 10 million grant of grant funding for one or more projects to be agreed upon by the parties.

Then, on January 23, 2015, the Chinese Government and the Montenegrin Government signed an Economic and Technical Agreement (ETCA), which committed RMB 10 million of additional grant funding.

Of this amount, RMB 5.5 million was earmarked for the provision of customs scanners and luggage control equipment and RMB 4.5 million was set aside for future projects to be agreed upon by the parties (which later resulted in the donation of ambulances, as described in Record ID#67262).

On July 17, 2014, the Chinese Government and the Montenegrin Government signed an exchange of letters regarding a grant for the provision of mobile scanner equipment for MT1212LT type containers and 4 X-ray devices for luggage control.

The Chinese Government also agreed to send technical staff to train Montenegrin personnel for the assembly and adjustment of the subject equipment.

The costs of the RMB 25 million project were financed with RMB 9.5 million of grant funding from the March 2013 ETCA (captured in Record ID#67194), RMB 10 million of grant funding from the December 2013 ETCA (captured in Record ID#73153), and RMB 5.5 million of grant funding from the January 2015 ECA (captured in Record ID#67197).

The Government of Montenegro agreed to exempt the project from customs duties, perform freight forwarding operations and transport equipment within the Montenegrin territory, and assume responsibility for costs after the equipment's delivery to the Port of Bar. Nuctech Company Limited was the contractor responsible for the provision and the installation o the equipment.

Upon completion, this project was expected to help modernize the Montenegrin customs system and help it combat crime and smuggling. The equipment arrived at the Port of Bar on December 17, 2014.

The mobile scanners were then installed at Tivat Airport, the Passenger Terminal in the Port of Bar, a customs clearance office in Podgorica, a customs clearance office at the Dobrakovo border crossing, and a customs terminal in Podgorica.

After a joint review and verification of the quantity, quality and delivery specifications and the completion of the technical training, the handover certificate for the equipment was signed on March 6, 2015.
