Grant Description

On December 16, 2013, the Chinese Government and the Government of Georgia signed an Economic and Technical Cooperation Agreement (ETCA), in which the Chinese Government committed RMB 30 million in grant funding for the installation of a mobile inspection system. The purpose of the funds had not been finalized when the ETCA was signed, but it was decided upon in 2014.

The project sought to improve the capacity and efficiency of Georgia's customs system. The project was carried out by Nuctech Company Limited. The primary beneficiary of this project was the Revenue Service of the Ministry of Finance of Georgia. The inspection system was formally handed over in a ceremony held on November 6, 2015.

In the Government of Georgia’s External Assistance Management Information System (EAMIS), this project is called the ‘Purchase of Vehicle Mobile Container Inspection System and Small Security Devices for the Revenue Service' (Georgian: შემოსავლების სამსახურისთვის მობილური საინსპექციო სისტემისა და მცირე ზომის უსაფრთხოების მოწყობილობის შეძენა).AidData has assumed, based on experience, that MOFCOM funded this ETCA. No source names Nuctech as the implementer. However, Nuctech has a history of being involved in these types of projects across the world, including in Georgia. AidData has assumed Nuctech was the implementer here in light of this.
