In July 2011, the governments of China and Iraq signed an Economic and Technical Cooperation Agreement (ETCA).

While the details of the agreement are unknown, it is very likely that this ETCA was signed on July 18, 2011, as Prime Minister of Iraq Nouri al-Maliki and Chinese Premier Wen Jiabao, on the occasion of the former's visit to China, signed bilateral cooperation documents after holding talks.

According to the 2018 MOFCOM Investment Guide for Iraq, China and Iraq have signed four other ETCAs: one in 2007 (Record ID#41286), one in January 2011 (Record ID#66500), one in December 2015 (Record ID#65913), and one in July 2017 (Record ID#66503).
